Inspector Kathy Bennett said it was “disappointing” that road users continue to put themselves and others at risk by speeding.
“This is another example of poor driver behaviour and could have easily resulted in serious injury or tragedy to the inexperienced provisional rider or other road users,” she said.
The young rider’s motorcycle has been impounded for 28 days.
He is facing a fine of $1,140 and a driving disqualification of up to four months.
