Summerleas Road in Kingston is not expected to fully reopen until next year.
The road has been shut for about six months since work to construct a pedestrian underpass began in early June.
It was initially expected to reopen within 10 weeks, however multiple delays have now pushed the timeline out further.
In September, the closure was extended by three months due to the need to have external infrastructure removed.
A Kingborough Council spokesperson said work being carried out this week has focused on building up the road base and installing stormwater infrastructure.
Once complete, the road will then be opened with traffic management measures in place, including periodic lane closures and stop/go controls.
“The road is on schedule to be opened mid-December with a temporary road seal in place to allow traffic movement,” the spokesperson said.
“This will protect the final road surface from damage by ongoing construction and heavy vehicle activity whilst the project continues into 2025.”
The final road surface will be laid near the end of the project in March.
“Whilst the road will be opened in mid-December, the project work will continue with the pedestrian ramps leading to the underpass culverts during the new year,” the spokesperson said.
