Tasmanian councils are being given new guidelines to help them deal with “unreasonable conduct” among local mayors and councillors.

The model guidelines, developed by the state government in collaboration with the Local Government Association, provide a framework for councils to identify and address poor behaviour.

The guidelines provide examples of bad behaviour, including personal attacks like “You’re an idiot!” and demands deemed excessive, such as “I need an answer on expectations or requirements now!”.

Councillors are also warned against pressuring colleagues with unreasonable ultimatums like “It’s a pretty simple question, yes or no?” or refusing to consider opposing views with dismissive remarks like “You’re just wrong, you don’t get it”.

“Unreasonable conduct, if not properly dealt with, presents real risks for councils in the context of their statutory obligations to maintain a safe workplace,” the guidelines state.

“Such conduct also has the potential to severely undermine community confidence in the professionalism of elected members and can damage the reputation and community standing of individual councils and the sector overall.”

Minister for Local Government Kerry Vincent said professional and respectful conduct by councillors elected by the community is essential.

“The model guidelines represent a significant step forward in promoting a safe and respectful working environment within local government,” Vincent said.

“By providing clear, practical advice, we are empowering councils to better manage conduct issues and ensure a positive culture and safe workplace.”

Tasmania has 29 local government areas, each with their own councils.
