A six-storey mixed-use building with a basement car park has been proposed for Rosny Park in what would be one of the largest commercial developments on Hobart’s eastern shore.
Endevor (Rosny Park) Pty Ltd plans to build the $30 million retail and office complex at 21–25 Bayfield Street.
The project would replace an existing 400-square-metre residential property with a building rising from a basement level to Level 6.
The lower floors would house retail space totalling about 2,400 square metres, with a 234-square-metre restaurant planned for Level 1.

More than 13,000 square metres of office space would occupy Levels 2 through 6, making up the bulk of the building.
The development site spans three addresses, also including 5 Winkleigh Place and 126 Cambridge Road.

An independent traffic impact assessment by Hubble Traffic estimates the development would generate about 1,860 vehicle trips per day, with up to 312 during peak hours.
All vehicle access would be via the existing Winkleigh Place public car park, with no new access points proposed for Bayfield Street or Cambridge Road.
The basement car park would provide 143 on-site spaces, short of the 385 required under the planning scheme.
A separate parking strategy argues the shortfall could be offset by spare capacity in surrounding public car parks and a cash-in-lieu payment to council.

The traffic assessment suggests nearby intersections – most controlled by traffic signals or roundabouts – could absorb the additional traffic without significant impact.
The planning application is currently on public exhibition with the Clarence City Council until March 19.
