Homes Tasmania wants to build 47 new social and affordable housing units in Mornington, adding to 12 existing homes on the site that would be refurbished.

The state government agency has released a draft concept plan for 10 Binalong Road ahead of community consultation sessions next week.

The land was rezoned to general residential under the Housing Land Supply Act 2018 in late 2025.

Homes Tasmania said the site was in an area of high demand for housing, located 250 metres from local shops, within 50 metres of bus stops and neighbouring Warrane Primary School.

The proposed units would be built to silver-level accessibility standards under the National Construction Code and achieve a 7-star energy rating.

“The units would be designed for comfort, safety and accessibility, catering to people of all ages and abilities,” a Homes Tasmania fact sheets states.

Social housing rent is generally set at around 25% of income, while affordable rentals are offered below market rates for low-to moderate-income households.

Mission Australia Housing manages the current tenancies and will work with residents to find alternative accommodation during construction.

“To ensure everyone’s safety during construction, tenants will need to relocate to a suitable, alternative social housing property,” Homes Tasmania said.

The agency plans to submit a development application to the Clarence City Council in March, with construction to begin once council and funding approvals are secured.

The Clarence City Council’s City Heart Plan has previously supported more medium-density housing in the area.
