The future of Hobart’s Macquarie Point stadium will be decided in early December, when the Legislative Council casts its final vote on the project.
MPs and MLCs will face a yes-or-no decision on an order they are expected to see for the first time this week.
The government will finalise the draft order on October 22, with Housing and Planning Minister Kerry Vincent to then recommend Governor Barbara Baker make the order that would allow the project to proceed.
If the Governor signs off, the order will head to parliament on November 4 – two days before the state budget is handed down.

The House of Assembly will debate the stadium on November 13, while the Legislative Council has set aside December 3 and 4 for its crucial vote.
The order will outline the project’s conditions, spell out which permits and approvals are required and detail which agencies will be responsible for enforcement.

Once the draft is finalised, however, MPs won’t be able to make any changes.
“We have set out a draft order for people to have input into,” Minister for Macquarie Point Urban Renewal Eric Abetz said on Wednesday.
“And before it is the order that is tabled in the parliament, there is always the possibility of changing a comma or a full stop or indeed a word here or there.”
Once it reaches parliament, no amendments will be possible.
“It’s either a yes-or-no vote,” Abetz said.
