The 43-year-old from Launceston was arrested shortly after and charged with prohibited behavior.
He will face the Launceston Magistrates Court in April.
Police are urging any witnesses to come forward.
Officers are particularly keen to speak with anyone who may have seen him acting in an “offensive manner” on the walking path between Royal Park and Kings Bridge.
