The West Tamar Council have confirmed they are investigating Anthony Bullock, a leading greyhound trainer, after graphic footage released by an animal rights group showed poor conditions at his property.
Last year, the council approved a retrospective kennel licence for Bullock, despite him operating without one for a decade.
His planning application to house 96 dogs in 73 kennels was passed.
West Tamar Mayor Christina Holmdahl confirmed to the ABC that an investigation into Mr Bullock was underway.
“West Tamar Council can confirm that it has commenced an investigation into whether Anthony Bullock has breached his kennel licence,” she said.

“Council is unable to make further comment while the investigation is ongoing.”
The Office of Racing Integrity (ORI) has also suspended Bullock’s licence while they investigate the conditions at his property.
The footage allegedly shows greyhounds in small tin sheds and concrete kennels, with shredded paper for bedding and a horse carcass, bones and a dead pademelon on the property.
RSPCA Tasmania found 91 greyhounds during their most recent visit and they can be transferred to another trainer or kept at the property if Bullock adheres to a duty of care.
Bullock, who has won 14 trainers premierships, has declined to comment on the footage.
