Police said the victim suffered minor injuries during the incident at a property in Newnham on Tuesday.
Officers were called to the Bishops Drive address after reports two unknown people had entered the home carrying an axe.
The pair allegedly threatened the man before stealing the safe.
A 28-year-old New Norfolk man and a 24-year-old Granton man were arrested at Kempton, about 160 kilometres south of Newnham, on Tuesday night.
Both have been charged with aggravated armed robbery.
